		<description>scott , you can use the general form of date , if you write 12/2/2009 in excel cell it will automatically take the format of date , you have to change the format to general and you will get 40149 , then you can use the normal if statement by using the numbers related to each date.</description>

I guess, there are few symbols missing, considering first case C1greaterthan 12 and third case C1 lessthan 12,  I have come with following formula.  Hope this is what you want.  If the above criteria is not found, empty cell is the result

Earlier formula will divide the complete second value, if you have to divide (25+U25-T25) by 3 then the formula will be
