The selling mortgage backed securities was not allowed to the public till 1999. The mortgage clearing houses were mostly for private investors the banks and such use Fannie mae and freddie mac to sell their mortgages. They wanted a piece of the action and were willing to look the other way to get it. The homeowners were pushed into unaffordable debt by fee-earning brokers and bankers. There is much more to the story, not to mention the pay-to-play political system that made it al possible. Maybe another video?
